Hi Gina,

I don't think you need to worry about whether or not they are applying
each individual strategy.  Strategies are tools students can "reach for"
when they are reading.  If they are applying the strategies, which ever
ones work for them, then you will see the results in their reading and
comprehension.  It's kind of like driving- if you can steer, control the
gas and brakes, etc.- then it's evident because you can drive.  Does
this make sense?

Of course  it would be best if we could just give some sort of rubric  
assessment (at least I think so).  Could you start giving them scores  
on a rubric and then the total of those scores would line up  
somewhere in the letter scheme?  That way if some students don't do  
so well in some strategies but better in others, they can make up  
their points in that area.
