[MOSAIC] new basal adoption

I am fairly new to this list. I don't know if it is proper protocol for me
to jump in on this discussion. I would love to know more about the current
perspectives on reading and the debates. I infer from your email that there
are two main schools of thought. I am always looking for current best
practice in reading. I am familiar with MOT and the proficient reader
strategies. Is this one of the two perspectives? I am going to do some
reading up on Reading First and the University of Oregon just so I can be
familiar with that perspective.
