[MOSAIC] Fluency assessment question

    Isn't this a first grader? When did "guessing"  become a become a bad 
strategy? Do you know when kids are guessing if they say  the word correctly? I 
would say to make sure he has lots of strategies in his  "toolbox" so that he 
can make his guesses based on the best evidence.
