[MOSAIC] Fluency assessment question

In regards to fluency, (and I'm new to this) I teach 5th grade...What are  
some good strategies for improving fluency.  I listened to some oral  reading 
today and I literally curled my toes.  Does anyone have any good  ideas for 
teaching fluency skills to this age level?
