Hi Cheryl,
Last year I did a webquest with my 5th grade students on Alaska.  I didn't want to limit their creativity or to have students all use the same information so I directed them to yahooligans.com.  It's a search engine directed towards students so inappropriate website will not come up.  It may seem childish to them but it's a good way to ensure they won't be visiting inappropriate websites.  This may help after students already have an idea of "a place they would like to visit".  To help direct students on ideas of where they would like to visit, try www.travelforkids.com which will provide them with information on different countries and fun things to do there.  I'm not sure what the reading levels of your students are, but the text on this website isn't challenging but still informative.  Hope this helps!
