Most states will tell you what model they use when developing questions 
in a publication that lists the item specifications. It is usually 
available on the state DOE website.  In Florida, the FCAT is not based 
on Blooms at all but another taxonomy--Webb's Order of Cognitive 
Complexity. 70% of the 8th grade Reading FCAT is written at the highest 
level of complexity.
