Hi!
The best book to use for setting up a Reading Workshop is:
Growing Readers by Kathy Collins.
She tells you everything you need to know for grades K-2.
Easy to read, well organized and excellent advice.
I heard her speak at a workshop this past summer - she was wonderful - very 
down to earth.
She worked with Lucy Calkins at Columbia for many years.
