[MOSAIC] OT: Complacency, Unions, and Teaching Reading

I have also witnessed the reverse--where a hard working administrator did the necessary paperwork and follow-up to actually remove a teacher who was truly bad for the classroom. It is possible for administrators to do this if they follow the procedures as outlined by the district and the union. I do not know why unions get blamed for merely doing what they are built to do.
