It is interesting you bring this up and I hope someone has information on it.  In my few experiences with retention at upper grades (4,5 6), it has always been the case that the child started kindergarten much younger than his or her classmates--in one case at 4.5 years old).  I suspect making these decisions before students begin school or in the first few years is by far the preferable approach.
