I look at the two assessments as serving completely different  purposes.  The 
assessment that you complete in the fall is part of  getting to know your 
students.  Regardless of when a child enters my room,  I want to do an assessment 
so that I can plan instruction.  You learn so  much more from watching a 
student and interacting with them than you can from  just reading someone else's 
assessment. So, even if you didn't have to take into  account a gain/loss over 
the summer, you want to make sure that you are  personally assessing them.  
The spring assessment lets me know how effective my instruction was as well  
as how much a child has grown.  Same assessment, but serving two completely  
different purposes.
