Or ... for the same reason some folks think it helps children learn problem-solving to give them 4 "story problems" which are identically set-up multiplication problems at the end of a lesson on multiplication. Easy to score (nearly all get it correct), easy to record, and no "reteaching" necessary. (which, of course, implies there was teaching???)
