A cheap alternative is the foam sheets at a craft store. You can cut with paper cutter, and write letters with a permanent marker.

I am looking for foam letter tiles to implement the Fountas and Pinnell
Buddy Study Spelling. I need to buy them for several classrooms so I am
looking for class sets at good prices. Any suggestions??
