[MOSAIC] Dibbels Assessments

If your school is using Dibbels for fluency assessment, please take a  moment 
and explain how your school assesses students.  Am I wrong in  thinking that 
students have to be assessed at their own individual reading  level?  Our 
students are assessed (dibbled) at grade level wheather that is  their reading 
level or not.  Is this right???
