I don't mean to be flip and I'll think more about the specifics of your question, I promise, but in the meantime I'd like to point you toward a book, 7 Keys to Comprehension - How to Help Your Kids Read It and Get It!  by Susan Zimmermann and Chryse Hutchins published by Random House.  Not only can you provide the information so parents can go to the bookstore and get one for themselves, but you can use some of the suggestions in the book to know what to tell parents when they ask.
