[MOSAIC] (no subject)

This alludes to the other simplistic answer I was going to give.  If nothing else, increasing a child's engagement in supported reading will increase comprehension, even without anything else.  Not as much as necessary, of course, but it's something a family can do if they can get access to books.  Making a reading time every night, or as often as possible, is a concrete "something" a parent can do.
