This is just a little thought about kids who are at high levels at the end of first grade.  If you have them reading at the higher levels and they passed by a lot of levels...they sometimes miss a lot of good literature and just plain fun books.  I think they should have the freedom to have more choice and pick from lower levels for FUN.
