[MOSAIC] Somewhere, sometime I had a document on a guide for what administrators need

the first thing that popped into my mind was Fountas & Pinnell.  Is this what you are talking about?  I use their book as the basis for how I run my classroom.  It works like a charm, even with the behavior problems.
